In this article we explain how access to the <a href=\"https:\/\/www.insuranceitaly.it\/servizio-sanitario-nazionale\/\">National Health Service<\/a> (SSN) works and how to obtain a health card. <\/p>\n\n<h2 class=\"wp-block-heading\">Healthcare for foreigners in Italy: how does it work<\/h2>\n\n<p class=\"wp-block-paragraph\">According to the Italian Constitution, the right to health is the fundamental right of the individual, not just the citizen. For this reason, foreign citizens present in Italy can access the national health service, depending on the reason and duration of their stay. <\/p>\n\n<p class=\"wp-block-paragraph\">Let&#8217;s look in detail at how healthcare for foreigners in Italy works: <\/p>\n\n<h3 class=\"wp-block-heading\">Foreign nationals residing for less than 90 days  <\/h3>\n\n<p class=\"wp-block-paragraph\">In general, foreign nationals who reside in Italy for no more than three months <strong>cannot register with the SSN.<\/strong> Therefore, those who are in Italy for <strong>tourism<\/strong> in most cases choose to take out a private insurance policy. <\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Exceptions<\/strong> to this are foreign nationals holding a residence permit for <strong>study purposes<\/strong> and <strong>Au Pairs<\/strong>, who are eligible for SSN services even for stays of less than 90 days.<\/p>\n\n<p class=\"wp-block-paragraph\">However, <strong>urgent medical care <\/strong>(e.g., in case of injury) is also guaranteed for tourists. The Italian public health service ensures that everyone has access to: <\/p>\n\n<ul class=\"wp-block-list\">\n<li class=\"\">Urgent outpatient and inpatient care;<\/li>\n\n\n\n<li class=\"\">Pregnancy and maternity care;<\/li>\n\n\n\n<li class=\"\">Child health protection;<\/li>\n\n\n\n<li class=\"\">Immunization, diagnosis and treatment of infectious diseases.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">Clearly, in the case of tourists not enrolled in the National Health Service, the medical services provided are subject to a cost, which varies by region.<\/p>\n\n<h3 class=\"wp-block-heading\">Citizens of the European Union or the European Economic Area<\/h3>\n\n<p class=\"wp-block-paragraph\">Citizens of the European Union and Norway, Iceland, Liechtenstein and Switzerland are eligible for national health care if they have a European Health Insurance Card (EHIC).<\/p>\n\n<p class=\"wp-block-paragraph\">This card is normally found on the back of one&#8217;s country&#8217;s health card and allows one to use healthcare services throughout the country under the same conditions as Italian citizens.<\/p>\n\n<h3 class=\"wp-block-heading\">Non-European foreign nationals with legal residence permits<\/h3>\n\n<p class=\"wp-block-paragraph\">All foreign nationals holding a residence permit (or waiting to receive one) are entitled to enroll in the SSN.<\/p>\n\n<p class=\"wp-block-paragraph\">Membership can be:<\/p>\n\n<ul class=\"wp-block-list\">\n<li class=\"\">mandatory, for example, for those working in Italy;<\/li>\n\n\n\n<li class=\"\">voluntary, with payment of an annual fee.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">To find out whether you fall under the former or the latter, see the article on how to <a href=\"https:\/\/staging.waitaly.net\/iscriversi-al-servizio-sanitario-nazionale\/\">enroll in the NHS.<\/a><\/p>\n\n<p class=\"wp-block-paragraph\">Health care is automatically <strong>extended to dependents<\/strong> legally residing in Italy.<\/p>\n\n<h2 class=\"wp-block-heading\">What is the health card for foreigners<\/h2>\n\n<p class=\"wp-block-paragraph\">The health card is the document that proves enrollment in the Italian National Health Service. It guarantees full usability of public health services, is used to pick up medicines prescribed by the doctor at the pharmacy, to book visits and examinations, and to pay hospital co-payments. <\/p>\n\n<h2 class=\"wp-block-heading\">Health card for non-EU citizens<\/h2>\n\n<p class=\"wp-block-paragraph\">As mentioned earlier, citizens from non-EU countries are entitled to health care through SSN subscription. The procedure for joining is very simple, just go to the ASL (Local Health Authority) and present: <\/p>\n\n<ol class=\"wp-block-list\">\n<li class=\"\">valid identification;<\/li>\n\n\n\n<li class=\"\"><a href=\"https:\/\/staging.waitaly.net\/en\/italian-tax-code\/\">tax code<\/a> issued by the Internal Revenue Service;<\/li>\n\n\n\n<li class=\"\">Residence permit or receipt of residence permit application.<\/li>\n<\/ol>\n\n<p class=\"wp-block-paragraph\">Health service registration has the same duration as the residence permit. After the residence permit expires, the coverage of the National Health Service remains active even during the renewal phase. <\/p>\n\n<h2 class=\"wp-block-heading\">How much does the health card cost for non-EU foreigners?<\/h2>\n\n<p class=\"wp-block-paragraph\">For those who work in Italy and those who are eligible for mandatory registration with the SSN, the health card is free of charge, as healthcare benefits are already covered by tax contributions.<\/p>\n\n<p class=\"wp-block-paragraph\">On the other hand, those who activate voluntary enrollment in the National Health Service must pay an <strong>annual contribution<\/strong> that changes depending on income earned in Italy and abroad (regulated by Law 213 of 12\/30\/2023 Art. 1). The <strong>minimum amount is \u20ac2,000 annually<\/strong>, with some exceptions: those who live in Italy with a study permit, for example, are entitled to enrollment in the SSN for \u20ac700 per year. <\/p>\n\n<p class=\"wp-block-paragraph\">As of November 5, 2008, the regulations have changed for parents over 65 who want to enter Italy for <a href=\"https:\/\/staging.waitaly.net\/en\/family-reunification-procedure\/\">family reunification<\/a>. Those who want a health card for foreigners over 65 are eligible for voluntary registration with the SSN by paying the required fee.<\/p>\n\n<h2 class=\"wp-block-heading\">Can EU citizens apply for a health card?<\/h2>\n\n<p class=\"wp-block-paragraph\">Yes, but again it depends on the EU citizen&#8217;s stay in Italy. For stays of less than three months, there is the EHIC, which entitles one to assistance in the countries of the European Union and the European Economic Area. For EU citizens staying in Italy for more than three months, however, registration is free and mandatory for workers and their family members. If these conditions are not met, the EU citizen can apply for a health card by presenting the <a href=\"https:\/\/staging.waitaly.net\/iscrizione-allanagrafe-cose-chi-la-puo-fare-come-si-fa\/\">residence registration<\/a> certificate.    Thus, the documents required to obtain a health card as an EU foreigner are the same as those required for civil registration.<\/p>\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><tbody><tr><td colspan=\"3\">HEALTH CARD<\/td><\/tr><tr><td>\u00a0<\/td><td>&lt;90 days<\/td><td>&gt;90 days<\/td><\/tr><tr><td>Community citizens<\/td><td>TEAM<\/td><td>SSN<\/td><\/tr><tr><td>Non-EU citizens<\/td><td>Paid medical care<\/td><td>SSN<\/td><\/tr><\/tbody><\/table><\/figure>\n\n<h2 class=\"wp-block-heading\">How to apply for health card online<\/h2>\n\n<p class=\"wp-block-paragraph\">One can apply for the issuance of a health card online by transmitting one&#8217;s data to the <a href=\"https:\/\/sistemats1.sanita.finanze.it\/portale\/\" target=\"_blank\" rel=\"noreferrer noopener\">Health Insurance Card System.<\/a> Once you submit your request, the card will be mailed to your tax home address. On the TS System website you can check the status of your request.  <\/p>\n\n<h2 class=\"wp-block-heading\">Provisional health card for non-compliant foreigners<\/h2>\n\n<p class=\"wp-block-paragraph\">Irregular foreigners in Italy (therefore not in possession of a residence permit), cannot register with the SSN and cannot obtain a health card. However, urgent and essential care is guaranteed (and free in the case of proven indigence). To take advantage of these, it is possible to apply for an STP (Temporarily Present Foreigner) card by presenting an identity document to the territorial ASL.  <\/p>\n\n<h2 class=\"wp-block-heading\">How to renew your health card<\/h2>\n\n<p class=\"wp-block-paragraph\">The health card is valid for six years from the date of issuance, while for non-EU citizens it is valid for the same period as the duration of the residence permit. Renewal of the health card can be applied for at one&#8217;s ASL or at an<a href=\"https:\/\/www.agenziaentrate.gov.it\/portale\/\" target=\"_blank\" rel=\"noreferrer noopener\">Internal Revenue Service<\/a> office.   <\/p>\n\n<p class=\"wp-block-paragraph\">If you have SPID, CIE or CNS, you can apply for renewal online at the IRS website. You will get a replacement certificate while waiting to receive the card with the new expiration date at your home. <\/p>\n\n<h2 class=\"wp-block-heading\">Differences between NHS and private health coverage<\/h2>\n\n<p class=\"wp-block-paragraph\">If you have a choice between subscribing to the National Health Service and a <strong>private policy<\/strong> (for example, in the case of moving to Italy for study), it is good to analyze the main differences between SSN and private health coverage.<\/p>\n\n<p class=\"wp-block-paragraph\">The Italian National Health System guarantees excellent care, high quality of services and includes the figure of the <strong>general practitioner<\/strong>. On the other hand, waiting times for specialist visits and\/or surgeries can be very long. <\/p>\n\n<p class=\"wp-block-paragraph\">Another aspect to consider is that enrollment in the Italian health care system has a <strong>fixed annual term<\/strong>, and regardless of the date of enrollment, coverage ends on December 31 of the same year.
